Google Play Developer Console Toolbar, where is it?

I've searched stackoverflow and other places, but all I find is that the dashboard is updated and it's available on the developer console listings page. All I can see next to my app is "x total installs" etc. No link to any toolbar?

The developer dashboard is here https://play.google.com/apps/publish/ (sign in with your google account). For more information about a specific application, click Comments, Statistics, or Bugs.

Update on this. It looks like the shared install and active update are installed at different times and you need to have enough stats for the stats button to appear. Before that, there really must be something like "not enough statistics", it is confusing.
