Photos uploaded to the Facebook page via the Graph API cannot be tagged on Facebook (website) by non-admin users

If I upload images to an album on my PAGE page (not via profile) via facebook, then other (non-admin) users of that page can tag themselves in photos. I have set this in my page settings.

"Sending ability: people can add tags to photos using (PAGE NAME)"

However, if I use the GRAPH API to upload photos to an album on my facebook page, then only admins can tag themselves. I'm sure this is not always the case.

Here is an example of two images in one album, one of them can be tagged with the other!

The solution is pretty simple. A non-admin user must have a link to the page before they can tag someone. I shared your page and had the option to tag users in both images ...
