HTML5 / CSS3 friendly structure for tablets

I am trying to find a quick and dirty HTML5 Tablet design framework for building UX. I am a little familiar with JQuery, but it is highly optimized for phones and tablets. Are there any tools, frameworks, etc. that could just help me get a quick couple of pages out of the way. Even any tablet-specific example pages in good HTML5 would be very helpful. For some reason, I'm limited to doing this on native Android (although it's just plain UX). This is for viewing on an Android tablet.
