We are using VS 2010 and using TFS for Checkin code. I want all developers to add Task, BUG with code when they checkin. What policy should I apply to do this.

Right click on your Team Project in Team Explorer and select Team Project Settings> Source Control .... Then click on the "Registration Policy" tab.
From there, you can "Add ..." a policy that requires a work item.
