How to get legitimate Google search results, can you do it with a dedicated search engine?

I need to get google search results about 200 phrases per day, legally using google systems. I am using php and using googles the old web search api: https://developers.google.com/web-search/ , although as it clearly states it is officially deprecated. They want users to navigate to the "custom search engine API" which I signed up for billing for not doing the same, it won't work without the cx parameter, which means you REQUEST a custom search engine that you cannot (anymore) be set to show google results.

Is there a legal way to get more Google results queries or am I using the existing API up to 100 per query limits per day until they turn it off?
