ASP.NET Download Handler works in IE but not Chrome

I have a download handler that will download a file when in IE, but in Chrome it tries to download itself. By that I mean Chrome is trying to download a file called downloadhandler.ashx Code for the handler

Any help getting this download feature working in Chrome would be greatly appreciated.
