Streaming Video: WebRTC vs. VLC vs. Other?

I am trying to create a media streaming application and am pondering what method is to stream video from a local directory to a PC. I am considering using WebRTC via HTML5 and Javascript. This would be great to do, I understand that WebRTC is for two-way channels, but it would be interesting to see how this would be true in a one-way stream of local media content. However, I am looking for information on this. Will this be significantly slower than VLC streaming or some other form of streaming? Can anyone point me in the right direction if WebRTC is a bad idea?
