Geo Notification for an app that's disabled

Geo Fencing has been praised by many, but I couldn't easily find the answer to the following.

iOS and / or Android, the inactive app sends you notifications if you're close?

My question is probably more similar: is there an underlying system that knows that your application should check your location against locations in the application, and does so despite the application being inactive.

Forget the settings where you can turn off geolocation for certain apps, let's say it's turned on.

But let's suppose I just switched my iphone, none of the apps are running yet. Therefore, I carry a sleeping phone in my pocket. Receive location notifications?

I'm currently testing this with Highlight, but maybe someone knows the answer to this question.
