Create shortcut to last folder file in windows

is there a way to create the creat shortcut to always point to the most recent (or largest, etc.) folder in windows?

ex:
abc / file1 2012-01-01 xxx
abc / file2 2013-01-01 xxx

shortcut -> point to file2

after editing file1:

abc / file1 2013-02-01 xxx
abc / file2 2013-01-01 xxx

shortcut -> point to file1
