Is there a Windows Phone Encoder / Decoder to convert Wav to Mp3 and Mp3 to Wav?

Question

Even after spending a lot of time looking for an audio encoder / decoder, I can't find any that we can use for a Windows Phone app.

I've seen many like lame, naudio, nspeex, etc.

Someone please tell me; Is there an audio encoder / decoder for use in Windows Phone app that is capable of converting Mp3 to Wav or Wav to Mp3?

The answer would be: there is no free mp3 encoder / decoder for Windows phone.
