I've just tested this setup. If you create a preconfigured personal buyer account from developer.paypal.com, the bank account must already be verified and verified. When you create a preconfigured account, be sure to select Customer (use to represent your customer experience) rather than Customer in store (use to represent your customer with an in-store purchase). " gives you a verified bank account.
When you create a shopper account in the store, you will see the following error: Account created successfully, but failed to add credit card and bank.
