How to communicate between computer and smartphone via Wi-Fi

First, my goal is to access from chrome on my HTC one X to my local server on my laptop. The local server is running (wamp) and running from 127.0.0.1.

I cannot depend on an external network, so I want to create a local wifi network.

I have currently enabled Wi-Fi Hotspot on my phone. The laptop is successfully connected to the network and the phone actually recognized it.

Laptop IP is 192.168.1.150 (I found this from both laptop and phone).

My problem is that on the computer, when I try to access 192.168.1.150:80, I get a 403 ban and I don't get anything on my phone (I even tried to send packets without success).
