Do I need to license on Google Play?

I have an app that I want to sell on Google Play. Initially, I want to charge a fixed price per app.

I'm used to marketing apps on the Windows Phone Marketplace where the user just has to pay for the app - no "licensing" because the user can't get the app without paying for it.

I've read the Google Play licensing stuff and it seems to imply that if I don't use LVL, users can get a free app for free. It is right? On the other hand, if Google Play won't let them have an app without paying, why would I need to use licensing?

As the docs say it really is

make sure the current user actually paid for the app on Google Play



This is the fight against piracy. Google Play won't provide them with the app without paying, but they can get the app from another source without paying and manually installing it. This provides a runtime check.
