IOS hover effect on tap and not tap

Question

I always thought that hover effect on iOS devices can only be seen in full "click" (or "touch"), but then I found this page:

Here the hover effect is shown when I just click on the element (no delay) and goes away when I leave my finger - no full click required.

I do not understand. What's the trick?

just add ontouchstart=""

to your body tag:

<body ontouchstart=""> ...
