Send data to barcode scanner via RS232 serial port

I have a barcode scanner that connects through an RS232 serial port. I need to write a program to connect this device to a PC and transfer data. I already wrote some basic methods to initialize the communication line and tried to test by sending a BEEP command to the device, but it does not beep as expected. So I think there is something wrong with my original code. Please help me fill out the source code. Below is the written code
