How to fix Java VM WebConnect error?

How do you fix this error: "Java virtual machine is required to use WebConnect applets." Java is installed and works fine on java test page. It is recommended to use Java 6u30 for this applet and use Internet Explorer. This was not a problem before moving to Windows 8, it worked fine on Windows 7. Does anyone know what I can do to fix this?

I thought I might add that this is an OpenConnect applet.

Java 8 update 31 and up doesn't seem like WebSonnect TLS certificate. If you go to the Java Control Panel, set the verified code revocation check and TLS certificate revocation check to not check (not recommended), click apply, run the WebConnect applet to have Java cache it, then return the certificate again it should work.
