Are there only a few countries on the Saber city lists?
When I download the prod list of city pairs from here: https://developer.sabre.com/docs/read/rest_apis/air/search/instaflights_search
I only see cities and Canadian cities.
Don't they support searching for flights from other countries to other countries?

Yes Yes. If you check the second sheet in the file, you will find cities such as London, Munich and Tel Aviv.
