How do I get drag-and-drop to work in OSX through the Windows VNC viewer?

I am trying to write an IOS app on my Mac Mini, connecting to it via VNC on a Windows computer. The tutorials say you have to control the drag and drop of the button from the storyboard to the appropriate view controller header file to create the button handler.

The control resistance does not work through VNC.

What is the setting for this?
