How to disable STS control panel in STS 3.6.0 and Greater

In newer versions of STS, 3.6.0 and higher, there is no longer an option to disable the Spring Control Panel, does anyone know how to do this now?

Have you tried closing Control Panel and then seeing if it stays closed when STS restarts? The fix in 3.6.0 was supposed to make Dashboard stay with you once you closed it.

From my observation this doesn't work with 3.6.2, I suspect it is regression or something else wrong with the fix. Here is the bug report: https://issuetracker.springsource.com/browse/STS-3824 - you will see that I added that I am adding steps to reproduce the bug in 3.6.2
