Continuous messages (???) Postgresql in Idea under Win and Deb

I tried the installation with different locales, but it stays the same. Even in linux: all exception messages (system language - Russian) are gibberish with ??

SEVERE:      :             "mydb"              
org.postgresql.util.PSQLException:      :             "mydb"

I can't read it or decipher it, which annoys me. I cannot get it to use a different language / encoding (changing client_encoding does nothing). However, not with all exceptions. Mostly this one specific.
