The difference between the two can be quickly summed up like this:

The package is openjdk-7-jre-headless

used when you do not need to draw anything in the GUI. For example, a background service or a terminal application. It is commonly used on servers.
The package openjdk-7-jre

includes a package openjdk-7-jre-headless

as it contains most of the Java functionality. It is usually found on desktop computers.
It is openjdk-7-jre

not recommended to install the package on the server as it installs additional software that is not usually used on the server.
