Will Apple Pay work with Mobile Safari, and if not why?

I was asked to see if the apple fee would work with mobile safari and, if possible, integrate into our current website or website. When I did my research I found that it only works with the native application. Is this true and if so why doesn't it work with mobile safari? Mobile safari or any other browsers in this case are also a native app, and why apple can't charge Apple for browsers that websites can use using javascript API? What are the risks?

Apple's payment APIs are currently only available for native iOS apps. The Javascript API, while the obvious future of Apple's payment, is unfortunately not available in iOS 8-9. The Javascript API and browser (safari) are not considered secure enough (hacky) to transfer EPOS information from the browser to the website.

Chrome integrates Wallet with the browser as a first step, and hopefully in the future we'll have a payment API on websites as well as for native apps.

Apple Pay uses NFC to connect to EPOS for contactless payment and therefore follows the device's promise. Apple Pay allows you to interact with EPOS such as PayPass, PayWave, or online payments using encrypted cards that we store in the PassBook app (which you access with your Touch ID), but it does not perform any payment procedures. Why are third party payment processors listed on the official site.
