Unable to create a business pro account in the sandbox?

I'm not sure what the problem is with the sandbox developer site.

I tried to create a new pro account [mikev-facator-pro]. Even though it seems to keep a success message, the account is not showing up in my list of accounts.

So, I decided to clone my existing account [mikev-facator]. However, when working with the new account profile [mikev-facator-pro], I get the following message.

We experienced some issues on our end while creating this Sandbox account.

When I try to delete this account [mikev-facator-pro], I get the following message.

The following accounts you are trying to delete are designated owners of an app and 
cannot be deleted. Please delete the linked apps and try again.

I only have one application and this application is only associated with my account [mikev-facator] and not with my account [mikev-facator-pro].
