Difference between mysql base and community version

I am working on a project and was prompted to install the required MySQL version for my application, but when I searched the internet I found the MySQL community version from the official MySQL site, but not essential. It also seems to me that the major version has been moved to their archive.

What is the main difference? Is the major version the community version?

I already know that both are free MySQL versions.

I believe the major version is the developer install (Drivers, tools, etc.) where the community version is just the server itself.
