Application Rejected with 14.3 Recommendations for Review

I am developing a social app and the app gets rejected 5 times:

14.3: Apps displaying user-generated content should include a method for filtering out inappropriate content, a mechanism for users to flag offensive content, and the ability to block offensive users from the service ----- 14.3 -----

Your app is capable of displaying user-generated content but still does not include recommended precautions as required by the App Store Verification Guide.

In particular, it would be prudent to implement a label / report button for each individual image that can be loaded in the application, so that users can report any objectionable content.

Our application already has a mechanism where we can set a flag to report any invalid messages (audio, video, images and news) and users. Only a registered custom post has no option to report inappropriate because users cannot report their own post. There is also the option to block a user in our application. So please let me know which flag system Apple wants in our application.
