Google Maps only downloads Wi-Fi, but does not download 3G

So, the title pretty much says it all. I am trying to load Google Map V2 which only loads when Wi-Fi is present on my device and does not load when I am on 3G. However, when I launch it first on Wi-Fi, then launch it a second time on 3G WIHOUT by clearing data or deleting the app it is running on. So my question is, how can I get my newly installed app to load the map over 3G the first time?

Ok, I solved the problem. It turned out that I decided to limit the raw data to Google Play services. Once I unchecked the checkbox it worked correctly.

Make sure your device only allows location services when connected to Wi-Fi.

this means the app is not working as expected ... disabling background data shouldn't also disable foreground data, but it looks like it really is ... someone should give feedback to the developers.
