How does the Sencha Touch Delta Update Mechanism work?

While testing with Chrome on my laptop, I see that Sencha Touch has saved app.js / app.json / app.css to LocalStorage. When I upload some new code to the web server, Sencha Touch APP will check it automatically and prompt you to inform the user about the update. Does anyone know how this automatic delta update works under the hood?
