An alternative TTS engine?

I have an Android app that has a very good voice when you speak English and it differs in different ways from the one on my tablet (Google TTS)

How did they do it? Is it possible to download tts packages and integrate them easily into the application? I was able to easily make text-to-speech with a custom default embedded in tts, but I have no idea where to start this change.

There are other providers that will offer voices for free, but they are of much lower quality. You get what you pay for ....
