Calling Webservice from HLR

I tried to search on Google but got no response. Just a few tips I got. My requirement is that when I activate the SIM for the first time, I want to get a trigger on my web service that can send SMS to that SIM. Thus, it is possible to configure the URL using the TCP / IP protocol in the HLR. I know in SMSC we can customize this and it works great for me.
