Git Commit policy in TFS

We are currently using Visual Studio On-line and TFS. As a company policy, we want to force commit the work item, but we can't find a way to enforce it. Does anyone know how to enforce commit policy in TFS with a GIT repository?

For anyone else who comes across this, 2015 (not sure about earlier versions) has support for branch policies - reference element, required reviewers, etc.
