Resizing a primitive 2D array

Given the following two dimensional (2D) array of integers, how to resize an array like Python's Numpy Functionresize()

matrix = [
    [ 1, 2, 3 ],
    [ 4, 5, 6 ],
    [ 7, 8, 9 ]

With System.arraycopy()

you can change the length of the array by allocating a new location in memory and changing the pointer.

System.arraycopy(matrix, 0, copy, 0, n > 0 ? oldHeight : newHeight);
