Google first click free visit account

I am trying to inject google on the first click on my site. Unfortunately, there is no documentation or examples in it. There is an article with a very brief description, which states that the number of user visits should be " at least 5 articles per day ."

My confusion:

• Will Google handle the number of visits?
• Is it possible, for example, to do this using cookies? what if the user drops the cookie?
