SVG animations set as background image not playing on first page load in Firefox

If I add a new one <div>

dynamically that has a bunch of CSS classes THAT has an animated SVG like background-image

its animation will never play on first page load in FireFox and Safari. This only happens when the cache is clear, on second load it works. Is this a known browser bug? If so, what's the workaround?
