Android tablet nexus 7 (Lollipop) can be used as a bluetooth headset for another device?

What I want to do is develop an app on nxus 7 android tablet that will act as a bluetooth headset so it can connect to my android device using bluetooth. When I try to call someone, I can use my phone to dial it and my app will send voice via bluetooth to my Android tablet, and another app running on Android tablet will receive voice data.
