ORA-01034: ORACLE error not available when configuring Oracle ApEx

I want to configure Oracle Application Express on Ubuntu system and when I sudo / etc / init.d / oracle-xe configure it (I added oracle to localhost in etc / hosts) it still doesn't work. These are my log files:
