Enable location / GPS settings without using the service API

As you know, most of you already know that Google Play Services has a new Location Options dialog box.

For those unfamiliar here, this is a screenshot of the Maps application that used the dialog API interactively.

It's not fair that Google just added this API to their game services. On the other hand, I think if they could do it, it would be a workaround for this. That is why I am asking this question. Any information is appreciated.

(Note: There was an exploit that allows developers to enable and disable the gps / location setting programmatically. However, these tricks available on SO no longer work. Please don't post outdated answers.)
