Django manage.py move ImportError
I am going through the Django tutorial (version 1.8) and when I try to create databases for INSTALLED_APPS using cmd python manage.py migrate
As a result, I get the following import error:

My DJANGO_SETTINGS_MODULE links to the correct location ...Django\mysite\mysite\settings.py

The error is not actually related to INSTALLED_APPS; if you notice, the error occurs on mod = importlib.import_module(self.SETTINGS_MODULE)
, which means it cannot import your settings module.
The problem in this case is that yours DJANGO_SETTINGS_MODULE
has to be a Python dotted path, not a file path. My best guess is what you need:
DJANGO_SETTINGS_MODULE="mysite.mysite.settings"

It looks like you are trying to import an application and supply a filename instead of a name. Could you post settings.py? You should write something like this:
INSTALLED_APPS = ( ... snip ... 'polls', )
not something like this:
INSTALLED_APPS = ( ... snip ... 'polls.py', )
