How do I add a toolbar at the bottom of the screen?

I'm new here. I need your help because I don't know anything. For example, I was putting the toolbar for my application, not the action bar at the top of the screen ... now I want to place the toolbar at the bottom ... so how can I do that? Is the toolbar correct and is it compatible with Android 4.0+? Thank you for your responses.
