Create a task in PhpStorm that loads into Youtrack as problem

I am wondering if it is possible to create a task in PhpStorm (or another ide) and sync / upload it to Youtrack?

I can do it differently by creating an issue in Youtrack and getting it in phpStorm, but I want that above.
