Ampersand in description meta tag

This may be a stupid question, but I am asking because my site is not published / indexed, so I cannot view the meta description. In sublime, when I write a normal ampersand, for example "&" it is highlighted for some reason. I was wondering if the meta description does and works the same as in a normal html test?

For example:

<meta name="description" content="George & Bill />

Will this display correctly or you can't use it in meta tags as well?
