Image quality in Chrome is poor compared to other browsers

For several weeks the image quality was terrible in chrome. I checked the flags to make sure nothing was included by accident. I also reinstalled chrome and cleared my search history.

This has been recognized as a bug and there is now a workaround provided in answer # 62: https://code.google.com/p/chromium/issues/detail?id=492379#c62
