Can I bring google cast sdk to my personal development dashboard so that it works like a cast receiver?

Can't I create my own google receiver device now (like chrome device)? I read this post many days ago but wanted to double confirm it still the same

Aside from chrome plating from Google, is it possible to create a custom Google registry to stream from the Google SDK?

I was wondering if google could allow porting the sdk to the raspberry pi (or any linux development platform with the required connectivity) so that I could make this google development panel a receiver and stream music and video from my android phone.
