I think there are no and no answers.

As I understand from the official documentation, it looks like there is no way to change the user's default hotspot. There is an open issue about this . You can hide the user's location and draw your own annotation with an overlay of your choice.



As for changing the radius, you can't do that either. This radius depends on the accuracy of the GPS signal, but you can draw your own overlays and hide the user's location as above. However, I really don't understand why you would do this.
