Rails, a solution for cities, countries, states around the world that do not have a database

Question

I need this simple function to fill my forms with an intelligent selection from

States> Country> City.

I can populate the database and I can just use Rails associations, but I don't want to.

Is there a gem solution using WebServices, xml and other dataless solutions and simpler, simpler and simpler?
