Ü charecter appering as in the browser

I have an MVC view with German text übernehmen that appears correctly in one part of the page but looks like bernehmen in another part.

Any ideas why this is happening?

Looking at the source It works here

And both lines of code are in different files and saved in this encoding format

And to make the problem weirder, it works when I use the site from localhost, but doesn't work when I view one page from another server.
