How do I display the contents of an unapplied Mercurial queue package?

hg

Is there a CLI way to show the contents of an unapplied Mercurial queue pattern without having to apply it or manually locate the patch file in the appropriate patch folder for the queue from the .hg

directory?

No, not at all. The inapplicable fixes from mq are definitely not part of the repository itself, so they are not available with regular mercurial commands.

Extension (experimental) evolution should be the successor to mq extension. By using mercury phases, it allows patches to be modified and easily evolved (similar to rebase) changesets that are children of the changed changeset. There, all changes, regardless of the phase, are available to all the usual Mercurion commands.
