C ++ 11/14 Features for Windows Phone 8.1

I`m C ++ developer for Windows Phone. Can I use the latest C ++ compiler (msvc 14.0, shipped with Visual Studio 15) to compile Windows Environment components for Windows Phone 8.1 winRT? I really need C ++ 11/14 features. Will it be something like the v140_wp81 platform toolbox? If you didn't provide me with any explanation or some links to information related to this issue.
