Release with rhc install and drop

This is my first time trying to open first or similar services and I am having problems with rhc setup

.

I installed Ruby, Git and rhc according to the documentation here , but when I run the command rhc setup

on the command line I get the following error:

I am running Windows 7 if that matters.

If someone can help me solve this problem it will be very helpful as I have little experience with this stuff.
