Can you create an iOS app via Xcode without an Apple Developer account?

I want to create some iOS apps (on Xcode), but won't submit to the Apple App Store. I will ship them to another mobile store like Cydia. Can I build apps in Xcode without an Apple Developer account (no init, no certification, ...)?

Yes of course. You only need a developer account to deploy to the App Store and run on a device that's not corrupted in jail.
