Visual Studio 2015 and Shared Projects on Windows 7

When I try to create a shared project in Visual Studio 2015, I get the same error dialog as in this post.

Why can't I create a shared project in Visual Studio 2015?

Unfortunately I am on Windows 7 so I am not getting the "Windows 8" project template option that allows the poster to install missing templates.

I was unable to find a definitive statement regarding the ability to use a shared project in Windows 7. Has anyone found a hackable way to allow creating shared projects in Windows 7?
